duh darvros was a ztyping nut! he had his entire race wiped out because they didnt agree with him.
the entire idea of daleks it to destroy or enslave ALL non dalek life in the universe simply because.....thats what davros made them to do.

They sent the Doctor to do that, "Stop the Daleks before they are built" I think. Doctor failed though, and the Daleks became a major superpower.

the time lords didnt create the daleks the daleks were created by davros a scientist from the planet Skaro (time lords are from gallifrey) they attempted to stop the daleks from coming into existance but failed.

time lords generally try not to actually kill anything ever. that is why they sent the doctor to abort their creation, but he failed and for the sake of not tying history in knotts they didnt try again, however the docotor DID manage to destroy the dalek homeworld in a later episode. and they dont have superpowers (well most of them dont) they just have time machines.

the problem with that comes in the act of stopping it from occuring. the time lords dont have a mighty fleet or huge armies and are militarily speaking not especially advanced.

So,they could symply kill Davros when he was a child or never meet his parents.

well they could have done that but davros being a genetic scientist saved alot of peoples lives in the duration of his life cured alot of desiases and otherwise wasnt an entierly bad person he actually gained the name "the Great healer" during a rather obscure period of his life (shortly before he recreated the entire dalek race from only the remains of dead humans)

it was also argued by The doctor (who at the time was played by tom baker) that the existance of the daleks as a threat to the galaxy caused wars to come to early ends in order for planets and systems to fight the daleks united and that destroying their entire race would in fact make him no better than the daleks.

so at the end of the day the daleks still got created dispite the best attempts of the time lords (who never really try very hard anyway)
