I have also hated this for sometime but right now there is nothing that could be done unless these talented modders had the source code.
I love huge city maps and this is really annoying, but I found a work around that works for me.
In my version of the game my paradrops consist of dozens of troops so in less than 30 minutes a city map the size of 100x100 won't have any building left to garrion.
It is not that the AI needs room, it is a bug that DEVS knew about the AI needlessly destroying civilian buildings and they left it in because they were too lazy to fix it.
Now these are not my words or opinion, this is what I read over at the MODENC and if I ever find it again I will post it.
The AI will destroy most buildings even if its a blank map with only a few structures.
So what I did was to change all the buildings armor to CONCRETE then change all the infantry's warheads to 10% and it works.
They still go after the buildings but if your mod does not have huge paradrops like mine, it will take them a very long time to destroy them.
So you will need tanks and aircraft to destroy them, even after kicking out enemy units from building, they will turn around and finish destroying them.
Just change the percentage on the third to last number in the warhead code.
I'm going to change it again down to 1% in my game down from 10%.
Good thing is that only infantry attack the building and not ground, air or naval. QUICK_EDIT
