In the Android game called DOMINATIONS, there is a unit that spawns infantry every 10 seconds so I was trying to do the same using the slave logic but it does not work.

The slave logic is specifically for harvesting, you can't use it for other types of infantry.

You can give the unit a dummy weapon that spawns infantry with MakeInfantry= when it fires etc.
