Bases?
What I propose:
You have a chance of starting with an engineer or more. You can capture a nearby base, and if you get a Barracks/WF/HP, you can make anything. It's just pretty expensive. If there's an service Depot, you can fix vehicles. Simple. Just no MCVs/Construction yard. It's capturable, but all you can build are sandbag walls & guard towers/turrets.
Summarised, simply you have pretty weak bases, that can do BASIC stuff, like build walls & basic BDs, and fix & build vehicles & infantry. The barracks might be a hospital, too, if that's allowed without IEs.

Why?Just make map and put-powerplants,Tech centers under protection and other staff!
