Stolen Tech

I've been bugged in mind by the Stolen Tech as per my coding.
16 sides have already been made. (5 Allied, 6 Soviets, 5 Yuri)
Although tech wise it can be collective so summarizing it,
All can have 9 stolen tech if declared generic.
256 Units can be made just for a stolen tech. (like for example an Airforce Commander stoles Superweapon Commander... etc...)
This will be a 2500 cost unit. For future balancing issues, I wanted this to be at a priority since it will have a that Dual Tech of a Commander and having it on the normal prerequisite of units will be overpowering at the tier 5 level (Prism, kirov etc) _________________
