I wrote a PM one week ago and it is still not sent. Did I forget to do something, like clicking "send" button of some kind?

the PM is in your outbox until the recipient has read it.
If your recipient is never opening/reading it, it will stay in your outbox.
It's a good way to see when and if your PM was read already.
