As far as I've understood, it was a cancelled C&C FPS for the PS1 that was mostly scrapped while it was still in early development, but it was later revived and the project eventually became Renegade.

It was the working title for C&C Renegade. That PS1 demo was just a pitch made by people outside of Westwood.

AFAIK (might be wrong, though) C&C Commando was supposed to be the title, but they changed it to avoid running into legal issues with Pyro/Eidos over the 'Commandos' games.
