Back during Emperor Yoshiro's rule, the Imperial Japanese Army made liberal usage of suicide units, men fanatically loyal to the Empire and the Emperor who would lay down their lives in a fiery explosion, bringing down with them any surrounding enemies. Among such tactics are anti-tank suicide bombers who would slide underneath tank hulls or even shove themselves into their turrets and detonate, destroying or incapacitating them. They're also known to detonate themselves within enemy infantry formations in order to disorient them, dive into enemy defences and blow them up, and take part in massive banzai charges where hordes of them would run up to the enemy and try to kill as many as them as possible. These days the Empire for the most part no longer uses such tactics but the extreme leftist group, The Way of The Red Dragon, uses them in modern times to commit horrifying acts of terror throughout parts of Japan. Suicide bombings have since become a commonplace tactic among other terrorists and insurgent groups due to their influence outside Japan. Even the Red Army jumped on the bandwagon and formed contingents of suicide units, though their's are more akin to their progenitor than lawless terrorists. Being devoid of everything except their explosive vests, Suicide Bombers have to rely on their fast speed to get to their destination and hope that they won't get shot delivering their payload. Needless to say, there're those who're unwilling to take the unnecessary risk to have their lives be thrown like that. Still better than being chewed out by a Commissar though...
