I saw AG's tutorial on how to make custom palettes on Irfanview. Then I tried using Paint.NET and it works. You can make custom palettes for your own loading screen using the good old Paint.NET.

Procedures:
1. Get Paint.NET.
2. Open Paint.NET.
3. Get the image you want (PNG recommended, I haven't tried others yet).
4. Now save the image as 8-Bit in the Save Configuration box.
5. After saving, open XCC Mixer -> right click on the PNG image -> click Copy as PAL.

There you go. Any clarifications, bad grammars, just reply the topic.

This is the basic way of making palettes for pretty much any program, though .PNG isn't always recommended as some versions of XCC Mixer do not support .PNG. The easy Photoshop method for example:

1. Open Photoshop
2. Chose the image you'd like to create a palette for
3. Save the image as 8-Bit .PCX
4. After saving, open XCC Mixer -> right click on the .PCX image -> click Copy as PAL and your new palette will be dropped in your XCC Utilities directory

I'm pretty sure most people will get that Paint and Paint.NET aren't the same.
