The DEA are, again, the Democratic Earth Alliance. They are the united governments of all the countries of Earth acting together, each having input. Definitely most activities take place on Earth, but there are significant numbers Military and Industrial placements on the Moon as well.

It's fairly good, but try to reduce the Earth and the moon into symbols (something like the UN Earth) rather than displaying them in all detail.
