After all the hassle this competition has caused regarding some unclarity on the rules, I'm hereby posting my rules suggestions for the next competition.
They're based on the detailed rating guideline Banshee gave us judges, but already incorporates some of the feedback from the participants as well as some own thoughts.

Here's the rating categories and explanations on each of them:
1) 30% Detail - Use and level therof.
-> Here you look at every detail possible and the quality of their implementation. Note that you should disconsider the colouring details at this category. Also, abusive amount of details in a very low resolution should count against the voxel, since the quality of each detail will be low.
Split into following sub-categories:
a) 15% Detail Level
::: How detailed is the voxel?
b) 15% Detail Implementation
::: Are the details too small? Are there too many of them? How well were they placed?
2) 10% Coloration - Good usage of colors.
::: Here you verify the colouring details, the usage of remappables and the amount of colours used on the unit. If the unit has the pink colour syndrome, it must score 0 points at this category.
3) 10% Normals - Good use of normals.
::: Here you verify the quality of the normals. Make sure they are smooth when they are supposed to be smooth and hard, when it is supposed to be hard. And of course they should have the right "facing".
4) 30% Competence - The technical side, bounds, refined shape, HVA, Art code etc.
a) 10% - Refined shape
::: Quality of the shape. Ignore the details, think about the shape itself.
b) 10% - In-game appearance (includes art code)
::: How is the in-game appearance, did the maker consider potential problems with the voxel (shadow problems, size, clipping errors etc.)?[5%]
If the voxel requires art code to work properly (Voxel Cache etc.[2%], Turret/Barrel offset[2%], FLHs[1%]), was it included? How well was it implemented?
If a voxel doesn't need it to work the way intended, it gets the full 5 points.
c) 10% - HVA Animation
::: Only animated voxels can get up to 10 points in this category, based on the quality of the animation. Units that would normally look better animated (helicopters, for example) get 0 points if they aren't, units that don't need an animation get 5.
5) 20% Theme - Accuracy and originality of the theme
a) 10% - Accuracy
::: How accurately does it follow the concept/screenshot, if it recreates an existing unit? How accurately does it follow concept or written information if it's based on a self-made idea/concept?
b) 10% - Originality
::: How original is the idea behind this voxel? -> If the unit has been done very often already, score should be low (C&C1/RA mammoth, MARV, M1A1, for example). Units based on the creators own ideas should get higher ratings, unless the idea was bad of course.
6) 5% Bonus - Only the 3 submissions that impress each judge in some way might get up to 5 points.
::: This item dismiss explanations, however, bear in mind that the score must not bypass 100 points.
Feel free to make own suggestions for improvements.

hm... actually, I think you're right, coloration and normals were indeed a bit undervalued in this comp, which is one of the reasons why some scores didn't reflect the in-game quality of some voxels.
I like this rule-set. It means someone who is able to make a detailed 3D-model and convert it into a vxl, but is mediocre at coloring and fixing normals, won't be able to get such a high score anymore.
The "etc." of d) should be defined exactly though, so that everyone knows in advance what needs to be included in the code (or what not). QUICK_EDIT
