No, it's the top of obelisk of lightning. An anti-air defence. it's in ADW and probably in some other mods.

Anyway, what's the function of the top??

Yup, its an AA Obelisk. Basicly just cut off 2/3-rds of CABAL's Obelisk of Darkness and made all the blue lights remap. This will replace the SAM altogether, and because it has 100% targeting, damage has been decreased and rate of fire increased. I think it fits better with the other Nod buildings, unlike the bright gold SAM site. Here's a pic of part of the fire animaation, again its just an edit the Obelisk of Darkness one.

The Obelisk of Darkness was more cooler originally. I don't know why people love to chop it up into pieces and say it's an AA platform when it owned before.
