Idea for Davros in DOTD
First I did some homework on Davros, such as what weapons does he have (if any) and I've found out from the BBC Episode Guide that Davros can fire electricity from his hand, but he has his hand chopped off, but it also says that he has superior regeneration skills, so maybe in DOTD, Davros hand has regenerated and he can now fire lethal deadly lightning
which kills humans in one shot. Becuase Davros knows the Doctor and such may be there looking for him, and because hes a hero unit, maybe he has a "sense" and knows whats coming at him, so he has this Psychic Radar ability which makes him know whats coming at him. Also, I've done extra research and found out that Davros is a Dalek which can hover and perhaps can float over water.

So basically Davros is a short ranged lethal hero, which can hover over water and can sense any unit coming at him.. sounds pretty nasty dont you think
Of course he would cost a hell of a lot
Imagine Davros running around and shooting everyone and his attack is "You will be punished for this!"
