Do you recomend Halo for the PC

and

How easy is it to Mod Halo, World in conflict and Fallout 3 (using G.E.C.K.)?

Halo is fun to play on the PC, although it's a little annoying when handling 2 weapons (you'll fire the weapon in your left hand with your left mouse button and the one in your right hand with the right mouse button).
However, considering the PC version of Halo is just a port-over (and it's not a remake and wasn't even modified much) I wouldn't say it's worth spending any money on...

So halo is more of a Bargain bin buy, what about Left 4 Dead (im trying to find some new games for when i finish building my pc)

Well, if you have friends over steam, then it is worth all the money in the world.
